The title is a description of the government body responsible for my Iranian identification papers. Two images of my mother are reproduced from passport photographs; one taken after her return to Iran, the other three years later. The juxtaposition of these photos is a study in contrast. The needlework replicates the security pattern of the interior sheets of the passport.
